The library is open to the public; non-affiliated users may study in the library and use physical resources such as books, journals, and photocopiers.  There are no public access computers.  We have also have a Friends of the Library program which allows limited book checkout:

Nonaffiliated library users may check out books by purchasing a Friends of the Library card for $75. The card entitles the owner to one year of book check-out privileges (a limit of three outstanding at a time).
